Quick answer
PUF is the right panel for about 90% of Indian cold rooms, PIR suits pharma, freezer and fire-sensitive facilities, and EPS only budget walk-ins. Per inch, PUF gives R-6.5, PIR R-7.0 and EPS R-4.0; PIR costs about 1.25× PUF and EPS 0.7×, yet EPS carries the highest 15-year cost of ownership at 1.6×.
Key takeaways
- PUF at 40 kg/m³, CFC-free, is the workhorse insulation for about 90% of Indian cold storages.
- PIR offers a better fire rating (B1 versus B2 for PUF), a 5–8% higher R-value, lower smoke generation and better dimensional stability at sub-zero temperatures.
- EPS loses 8–12% of its R-value over a decade and should be avoided for any commercial cold storage above 50 MT.
- PIR is mandatory for pharma in some Maharashtra and Gujarat jurisdictions, while many state fire codes reject EPS for commercial cold storage.
- Cheaper Chinese PUF panels use 28–32 kg/m³ foam against the Indian standard of 40 kg/m³, with thinner skins and weaker joint profiles.
Quick Verdict Table
| Property | PUF | PIR | EPS |
|---|---|---|---|
| R-value (per inch) | 6.5 | 7.0 | 4.0 |
| Fire rating (EN 13501) | B2 | B1 | B3 |
| Cost (relative) | 1.0x | 1.25x | 0.7x |
| Lifespan | 20–25 yr | 25–30 yr | 12–15 yr |
| GI skin | both sides | both sides | optional |
| Best use | General cold storage | Pharma, freezer, fire-sensitive | Budget walk-ins |

PUF — The Indian Standard
Polyurethane foam at 40 kg/m³, CFC-free, is the workhorse for 90% of Indian cold storages. Best balance of cost, performance, and availability. Pre-fabricated PPGL or GI sandwich panels in 60mm, 80mm, 100mm, 125mm, and 150mm thicknesses ship from most major north-Indian fabricators.

EPS — Use With Caution
Expanded polystyrene is cheap, light, and works for small walk-ins. But:
- R-value drops 8–12% over a decade as cells degrade
- Poor fire performance (B3 = flammable)
- Easy mechanical damage
- Vapour permeability is higher — moisture ingress accelerates degradation
Avoid for any commercial cold storage above 50 MT. Acceptable only for low-temp test chambers, sub-10 MT walk-ins with budget constraints, and short-term pilot installations.
Fire Safety Rules in India
State fire NOC requirements for cold storage panels:
- Class B (PUF) is accepted in most state codes for cold storage occupancy
- Class A (PIR) is mandatory in some Maharashtra and Gujarat jurisdictions for pharma
- EPS is rejected outright in many state fire codes for commercial cold storage
For compliance details, see FSSAI, fire NOC, pollution NOC checklist.
Total Cost of Ownership
Over a 15-year operating window, the cheapest panel (EPS) is the most expensive total package:
| Panel | Capex/m² | Energy premium | Replacement risk | TCO multiplier |
|---|---|---|---|---|
| PUF | ₹1,400 | baseline | low | 1.0x |
| PIR | ₹1,750 | -3% energy | very low | 0.95x |
| EPS | ₹980 | +15% energy | replace at year 12 | 1.6x |
Spend the extra 25% on PIR for pharma. Stick with PUF for general cold storage. Skip EPS for anything commercial.
FAQ
Frequently asked questions
Can I mix PUF and PIR panels in one cold room?
Technically yes for partition walls vs envelope, but it complicates fire NOC. Most fabricators recommend single-material envelopes.
Why are Chinese PUF panels cheaper?
Lower foam density (28–32 kg/m³ vs Indian standard 40 kg/m³), thinner GI skins, weaker joint profile. They look identical on day one and fail within 5 years.
Is PIR worth the 25% premium?
For pharma, blast freezers, and high-rise/urban cold rooms — yes. For general F&V cold storage — PUF is sufficient.
